"I think that the most important aspect of course evaluations is to provide class time for the evaluations! This sends several messages, one of which is that we value their feedback...to the extent that it is a priority over the content that we didn't get to during the semester.  

Also, it is important to refer to the responses from the previous year (I give a 'standing on the shoulders of giants' speech) and to inform students about the changes that have been made based on last year's responses and that students can access the responses and use them to select classes and sometimes instructors.
 
I have no other specific advice or strategies, except that if you are (or aren't) receptive to feedback, the students know it."
